The Ministry of Internal Affairs is abandoning attempts to somehow regain full control of the system of mandatory technical inspection. For example, the department has prepared a draft government decree that allows the inspector of the traffic police to reverse a counterfeit diagnostic card immediately upon detection in the EAISTO information system.

Now, before canceling the document, you need to wait for the appropriate court decision or the initiation of an administrative case against the operator of the technical inspection. “Administrative” is not easy to organize: first you need to carry out an on-site inspection or “trial purchase” of a counterfeit diagnostic card.

Today, the illegal scheme of paperwork using graphic editors is widely used. The customer’s car is “inserted” into the photo of the inspection point with an expert on it supposedly performing the check. This allows car owners to “buy a technical inspection” remotely as before – without visiting a service point. And such a “service” will cost about 2000-2500 rubles.

Police lawmakers are assuring that if they have the ability to cancel suspect diagnostic cards without trial or investigation, they can prevent faulty cars from hitting the road.

But there is one caveat. After the cancellation of two cards issued by the technical inspection point, the permit for such activities is withdrawn from this organization. With this in mind, the Ministry of Interior bill effectively puts the fate of all organizations involved in maintenance in Russia in the hands of specific traffic police officers. Which will inevitably lead to cases of extortion by unscrupulous traffic cops: they will simply take bribes from the owners of checkpoints for “non-cancelling diagnostic cards”.

And the illegal “technical inspection trade” continues as it is now. Only the number of parasites clinging to this “company” will change – in the person of brave law enforcement officers.
