U.S. President Joe Biden’s administration has outlined six principles for reforming tech giants’ platforms to contain their influence. Reuters writes about it.

“The emergence of technology platforms has posed new and challenging challenges: from tragic acts of violence linked to a toxic online culture, […] The White House has said that the fundamental rights of Americans and communities around the world suffering from the rise of technology platforms must be respected.

Following the meeting of the administration representatives with an expert group, the principles of “Increasing the competition and accountability of technical platforms” were announced. These include:

  • promoting competition in the technology sector;
  • Adopting strong federal measures to protect privacy, particularly of children;
  • removing special legal protection for major technology platforms;
  • increase the transparency of platform algorithms and content moderation solutions;
  • the end of discriminatory algorithmic decision making.

According to a White House official, the United States needs “clear codes of conduct” so that small and medium-sized businesses can compete with companies on an equal footing.

“These principles are the culmination of months of management work and interaction with multiple stakeholders,” said White House Press Secretary Karine Jean-Pierre.

He added that management expects feedback from tech companies.

Also, a bipartisan group of senators passed antitrust legislation aimed at regulating four tech giants (Meta, Apple, Alphabet and Amazon). They want to prevent companies from prioritizing their business in search results and otherwise.

Legislators are confident that there are 60 votes needed to pass the document in the Senate. The hearing date has not yet been set.

Recall that the White House announced in September its plans for the implementation of the CHIPS law. In particular, state aid recipients will be banned from establishing new factories in China for 10 years.

In August, the US Federal Trade Commission launched a procedure to regulate surveillance technologies, algorithms, and data security.

In May, the White House warned of threats from using AI tools in recruiting.
