On Tuesday he called on all sides for restraint and respect for civilians, saying that “even war has rules.”

“The Palestinian people have been subjected to a stifling occupation for 56 years.”

Guterres told the UN Security Council:

It is also important to recognize that Hamas attacks did not occur in a vacuum. The Palestinian people have been subjected to a suffocating occupation for 56 years.

“But the grievances of the Palestinian people cannot justify Hamas’s heinous attacks. And these brutal attacks cannot justify the collective punishment of the Palestinian people.”

Israel has imposed a “total siege” on Gaza and international diplomacy has focused on delivering aid to the enclave of 2.3 million people from Egypt through Rafah, the main crossing into and out of the Gaza Strip, which does not border Israel.

“There is nowhere to hide in Gaza. In deciding whether and where to flee, civilians are damned if they do and damned if they don’t,” Hastings said, addressing the council on behalf of UN aid chief Martin Griffiths.

Israel’s UN Ambassador calls for Guterres’ resignation

Israeli Ambassador to the UN Gilad Erdan demanded the resignation of Secretary-General Antonio Guterres following his statements in the Security Council.

He called Guterres’ speech “shocking.”

“His statement that “Hamas attacks did not occur in a vacuum” expresses an understanding of terrorism and murder. “It’s truly sad that the head of an organization has such a terrible opinion.”

On Monday, Secretary General’s spokesman Stephane Dujarric admitted that Guterres had tried to talk to Israeli Prime Minister Benjamin Netanyahu in recent days, but he had not yet returned his calls. (Reuters and EFE)
