Several Flemish municipalities, including Dendermonde, have recently introduced additional fees for public domain works. This means that telecommunications companies must also pay for the installation of internet and telephony. The Belgian Institute for Postal Services and Telecommunications (BIPT) does not agree with this and is joining an appeal before the Council of State, as the Belga news agency reports.
Several Flemish municipalities are introducing fees for public domain works. It is not clear exactly how many municipalities are involved. “This represents a high and unpredictable burden for telecommunications companies and therefore threatens to make the further rollout of fast fiber optic networks more difficult,” says Michel Van Bellinghen, chairman of the BIPT.
The BIPT is now supporting the appeal process and is trying to send a signal to the municipalities to stop this. The telecommunications regulator also stresses that the installation of fiber optic cables on building facades is permitted.
A few months ago, the Gigabit Infrastructure Act (GIA) was passed, which aims to simplify the installation of fiber optics. This would be particularly detrimental to larger mobile operators, as they will face increased competition as smaller operators can now obtain a license more quickly using these simplified procedures.
Installing fiber optic cables also costs a lot of money. The BIPT recently opened the door to cooperation, allowing telecom operators in densely populated areas to work together to reduce costs. One of these possible cooperations could be between Proximus and Telenet, according to De Tijd. The telecom operators are sitting around a table discussing a cooperation agreement.
