The European Union is launching an investigation into the messaging app Telegram because it is suspected that it is not being entirely honest about the number of users in Europe.
These are turbulent times for Telegram. After the arrest of founder Pavel Durov in France, the European Commission has announced an investigation. The Commission will examine whether the number of Telegram users in Europe matches the data provided by the company itself. Telegram is said to have around 950 million users worldwide, of which around 41 million are in Europe.
The European Commission suspects that Telegram deliberately underestimated the number of European users in order to avoid stricter legislation. They are in consultation with Telegram, but the Commission has its own means to find out the truth, spokesman Thomas Regnier confirmed to the Financial Times.
Escaping the DSA
How many Europeans actually use Telegram could have consequences for the messaging app. Now Telegram falls below the 45 million user mark according to the Digital Services Act (DSA). Very large online platform The DSA applies to all companies that provide online services, regardless of their size. However, stricter rules apply to the big players.
The legislation makes companies responsible for what users do with their platforms. For example, they are expected to combat illegal and harmful activities. Telegram has come under criticism because the messaging platform is used for drug and arms trafficking and the spread of disinformation, among other things.
The company has been accused of doing little or nothing to address this, although spokesperson Remi Vaughn previously told our editors that Telegram moderates both proactively and reactively. The messaging app has been placed under the supervision of the BIPT. The Belgian telecom regulator monitors whether Telegram complies with its legal obligations, but does not control the content shared through the messaging app.
Founder Pavel Durov has now been released by the French police, but under very strict conditions. He is not allowed to leave France for the time being and must post a high bail. The French Ministry of Justice accuses Durov of involvement in crimes committed via his platform.
