New national rights are now required to fly drones beyond line of sight in populated areas.
In order to get permission for flights, called the fourth level, it is necessary to pass a medical examination, as well as written and practical exams.
Authorities are currently checking the safety of drones that will be used for level four flights.
The Ministry of Transport said the first such flight should take place in March this year.
