Romania has taken the unusual step of appointing artificial intelligence as an adviser to the government.. The AI, known as Ion, was designed to serve as an intermediary between the populace and state power, collecting data and opinions from citizens.
At a conference with members of his cabinet, Romanian Prime Minister Nicolae Chuca showed off the work of Ion, an artificial intelligence recently hired by the government. The creation of the tool was led by Romanian AI experts, who used an extensive language model (LLM) such as the one present in ChatGPT to collect and summarize opinions and information from the Romanian population.
Ion’s main mission is to express the needs and concerns of citizens in order to help the government make more informed decisions and policies.. AI is currently in a learning phase, accumulating information on a daily basis to improve its analytical and communication capabilities.

The Minister of Research, Innovation and Digitization, Sebastian Burduia, stressed the importance of Romanians sharing their views and concerns with Ion so that AI can process, synthesize and generate reports that can influence government decisions.
AI will use different ways to get information about citizens
Ion uses three different methods to gather information. First, the AI scans social networks such as Twitter, where citizens can tag an account @noisuntemION. Secondly, Romanians can fill out a form on the ion.gov.ro website, where AI examines and submits information to the government. The third option involves installing the robot in public places such as schools and subway stations, allowing citizens to interact with the AI.
At the beginning of his work, Ion will seek to identify the most pressing needs and problems of the population, drawing up a full report based on this information. Nicu Sebe, coordinator of the research group responsible for the development of AI, stressed that Ion gives the Romanians the opportunity to be heard, in turn allowing the rulers to also hear this voice.
Prime Minister Nicolae Ciuca called the Ion project a successful example of the use of new technologies in the civil service. He emphasized that AI has a huge capacity for learning, and the more it is used, the more knowledge it will accumulate, improving communication and rapprochement with the population.
