There is hardly a car owner who has not heard about the fines for washing a car at his own dacha – a few years ago a ban

Everything around is quickly becoming more expensive, and the services of service centers, unfortunately, are no exception. That is why drivers who have at least a general idea of \u200b\u200bthe principles of car maintenance and a passionate desire to save money, perform basic procedures with their own hands. Those lucky ones who have a garage in a cooperative, where a special area with an overpass or even an elevator is provided, do not worry about the question of the place for maintenance. But what about the rest?
At first glance, it would seem that a good solution to the problem is to combine business with pleasure and, having loaded on board the necessary tools and consumables, go to land. And what: in the morning to carry out all the instructions of the restless woman, and in the late afternoon, when the scorching sun rushes to the horizon, take care of the car. So what are the penalties? My site is still – what I want, I do behind closed gates!
It doesn’t matter how. You can still face a fine for breaking an impromptu service on your six acres.
The requirements and penalties associated with the “car economy” in summer cottages are established both by local authorities and at the state level. In particular, the prohibition of washing a car in the SNT is contained in the Federal Law of July 29, 2017 No. 217-FZ “On the conduct of citizens of gardening and horticulture for their own needs.” However, few people know that it refers not only to “bath procedures”, but also to car repairs.
To date, the Code of Administrative Offenses of the Russian Federation provides for four punishments for this outrage. And the strictest are applied if the car owner is “caught” washing or servicing a car near a reservoir. This is a fine of up to 2,500 rubles under Article 8.13 of the Federal Code and up to 20,000 rubles under Article 8.42. If you do not leave the gates of the summer cottage, you can get up to 500 rubles in accordance with art. 6.3 of the Code of Administrative Offenses of the Russian Federation and up to 1000 “wooden” under Art. 6.4.
But this is with regard to the Federal Code of Administrative Offenses, and there are also regional ones. For example, the code of the Moscow region contains a fine for violation of the requirements “to maintain cleanliness and order” in the amount of 1,000 to 5,000 rubles – Article 6.1.1. True, it refers exclusively to public places – that is, to the areas beyond the fence of a summer cottage.
In addition, you can receive a tidy sum on the basis of art. 8.8 of the Code of Administrative Offenses of the Russian Federation – “Use of plots not for their intended purpose …”. for what? For repairing the car of a friend, brother, matchmaker. Go prove that this is not a business, but an aid to a loved one. If it fails, you will have to pay from 0.5 to 1% of the cadastral value of the site (but not less than 10,000 rubles), and if it is not installed, then from 10,000 to 20,000 rubles.
“How do I harm the environment by changing sanitary towels?” – maybe you ask. Indeed, no way. Therefore, minor mechanical repairs are not prohibited. Another thing is technical fluids. They, like shampoo – effectively introducing fines – fall into the ground. Theoretically, old engine oil or antifreeze can be collected in a container. But to prove in a controversial situation that not a drop of “finishing” fell on the floor will be extremely difficult.
How do the authorities monitor compliance with these requirements, how are they fined? We answer: if we talk about water protection zones, where the penalties are particularly severe, then there are periodic raids and socially responsible citizens “hang out”. And a summer resident who decides to dig deeper into the car on his property can easily “put down” a harmful neighbor or detect a state drone. Based on the materials, an inspection is carried out and a decision is made to the offender.
So what to do if you do not want to risk your wallet, but there is no extra penny for the masters of service centers? It is best to rent a pit or an elevator: there are plenty of such offers in Moscow, the Moscow region and other regions. Yes, and this pleasure is quite inexpensive. In the same capital, it is quite possible to “borrow” a corner at a price of 250 rubles per hour. Well, how long do you need? One hour, two, maximum three? And do not harm nature, and you will not hinder anyone.
