It is proposed to create a system of monetary certificates, each of which is equal to 1 million rubles. Young families, whose spouses’ age does not exceed 30 years, can apply for it when their first child is born. The certificate can be issued to a Russian-made car. To exclude fraudulent schemes, it is proposed that the resale of a “car for the first child” should not be allowed until five years after purchase.
– A car bought with a certificate will be a good measure to support young families. Which is very important in the context of the existing problems with the birth rate in Russia. And then last year we broke the anti-record of the early 2000s in terms of the number of children born, ”said one of the authors of the bill, head of the State Duma Committee on Labor, Social Policy and Veterans Affairs Yaroslav Nilov.

Within this framework, you can buy LADA, UAZ, GAZ cars, as well as the Haval Jolion model and Evolute electric cars. Only doctors, educators, SVO participants and their family members are allowed to participate in the program. They qualify for a 20 percent discount when paying the down payment on a car loan. For residents of the Far Eastern Federal District, this is 25%. And the “electric train” Evolute with a state discount is available to everyone. In this case, it will be equal to 25%, but not more than 625,000 rubles.
Everything looks great, but according to unofficial data, at the end of March only about 600 million rubles remained for cars with internal combustion engines and 900 million rubles for electric vehicles out of the 5.1 billion rubles originally allocated to the program. At this point, these “pennies” are probably already over. Given this circumstance, “car certificates” worth 1 million rubles for young families with children seem like a rather utopian idea.
