The Ministry of the Interior has published a draft of its order, according to which a conscript or mobilized person is almost immediately deprived of his “rights”, even before the summons is served to him. This will be done as follows. The military registration and enlistment office decides to call a person to the service or discovers that a civilian is evading military registration. Based on this “customer”, they enter the “Unified Register of Information on Citizens Subject to Initial Military Registration and Citizens Registered in the Military.”

The conscript may not be aware of this. But this nuance does not bother anyone: within a day from the moment it enters the “register”, information about it is transferred to the police database of the GIS traffic police. And the action of a person’s “rights” is automatically suspended. Then, if the dodger is stopped by the traffic police and breaks his VU at the base, a protocol is drawn up for driving without a “license” with all the administrative consequences that entails: for example, sanctions under art. . 12.7 of the Code of Administrative Offenses for driving a car by a person who has no “rights”. This means a fine of 30,000 rubles or up to 15 days of arrest.
