The Supreme Court has clarified how Art. 319 of the Criminal Code of the Russian Federation “Insult to a representative of authority.” According to the plenum of the Supreme Court, “to utter or express insult in the presence of the victim or other persons, including in public places, during mass events” is already an offense under Article 319.

A phrase about this or that shade of “wickedness” of a traffic cop, published on a social network or painted on a wall, turns from banal hooliganism into a serious crime! For him (according to Article 319) you can be fined up to 40,000 rubles or up to 360 hours of corrective labor. The plenum of the armed forces indicated separately that tearing off a shoulder strap or cap from a traffic officer is also considered an insult.

In general, when the traffic cop who stopped your car starts swearing at you with the last words, know that you are being provoked to swear in return – to issue you under 319 of the Penal Code of the Russian Federation.
