
The recent introduction of electric personal mobility aids (SIMs) in the SDA has changed little in the behavior of their users on the road. Therefore, the authorities decided to deal with offenders in the usual way: new sanctions in the Code of Administrative Offenses.
The Ministry of Transport wrote a message to the State Duma, directly stating for the first time that amendments to the Code of Administrative Offenses were being prepared especially for SIM pilots who violate traffic rules. It is believed that they mean the transfer of electric scooters and other owners of gyroscopes and unicycles into the category of full-fledged road users. At present, such provisions are not included in the legislation. For this reason, unlike pedestrians and drivers of vehicles, SIM users can hardly be held liable for traffic violations, such as speeding. The “registration” of these citizens in the Code of Administrative Offenses will close such a gap, Izvestia reports.
Meanwhile, the legal conflicts described above do not prevent the metropolitan police from organizing raids against those who flout the Rules for SIM. The Moscow traffic police reported on the results of one such event, which was held in the city on July 1 and 2. In total, inspectors stopped more than 2,100 traffic violations by citizens using personal mobility aids and bicycles. During the raid, 623 protocols were drawn up for cyclists. Another 806 – for electric scooters and owners of other personal electric vehicles. The traffic police assign couriers of delivery services to a separate group of rule violators – in two days after the raid, law enforcement officers caught as many as 744 citizens.
