According to the head of the traffic police, Mikhail Chernikov, the distribution of personal mobility equipment requires legislative adjustments and active preventive work. After all, the “insufficient ability” to register and stop the movement of SIM cards on public roads, as well as the unconscious behavior of the citizens themselves, led to an increase in the number of accidents involving them by 56%.
“Unfortunately, we have allowed on the Russian market powerful scooters that can accelerate to high speeds. Sometimes they move along the roads with the flow of traffic. In Moscow, for example, the camera recorded the speed of a scooter at 110 km/h. We often see how they drive at 80-90 km/h. This is extremely dangerous, as the scooter cannot be stopped quickly. In addition, it is unstable. And it is difficult to catch and punish scooters, because there are no license plates on the SIM card, as well as the rights of their drivers. People on scooters can only be fined as pedestrians,” General Chernikov said at a press conference in Izvestia.
Problems with scooters are on the rise and despite being given official “personal mobility aids” (PIM) status, safety levels are not improving. According to the traffic police, couriers are one of the most aggressive motorcyclists. Often, having knocked down a person, they hide from the scene. And their “toy” in terms of characteristics is already approaching mopeds and even motorcycles, for which it is necessary to obtain “rights”. We have repeatedly called for the introduction of registration requirements for high-performance SIM cards, and perhaps such sad statistics will help move the process forward.
— I ride a scooter myself, and it’s really convenient. But you need to know the measure in everything, and in order to ensure road safety, it will not be superfluous to systematize the operation of this type of transport, ”added Mr. Chernikov.
