
The Russian Automobile Dealers Association (ROAD) has asked the head of the Russian government, Mikhail Mishustin, to postpone the introduction of new excise duty rates on cars, scheduled for August.

The decree of the Russian government dedicated to this issue was published at the end of last week. The document implies a multiple increase in the use deduction for the treasury when importing vehicles into the Russian Federation.
They will increase depending on the engine displacement. For passenger cars, the usage fee will be increased by 1.7 to 3.7 times. For light commercial vehicles – 2.5-3.4 times, and for trucks – 1.7 times. Thus, the authorities finally called a spade a spade, de facto recognizing that this “environmental tax” is nothing more than an instrument of state protectionism on the Russian motor transport market. According to the calculations of the ROAD, an increase in the scrapping fee will significantly increase the cost of vehicles in Russia – by at least 120,000 rubles in the case of a passenger car and by 600,000 rubles in the cargo segment.
“As a result, imports of new cars and light commercial vehicles from China will decrease sharply, which will directly affect the growing Russian-Chinese relations and new projects in this area. Car sales will not be able to recover to average normal values ​​in the coming year, the letter said.
In this regard, the ROAD calls on Prime Minister Mishustin to postpone the increase in the recycling fee to a later date.
