The military registration and enlistment office decides to call the Russian for service in the armed forces or finds out that he will not get into the military register. For this purpose, the conscription evader is entered in the “Unified Register of Information on Citizens Subject to Initial Military Registration and Citizens Registered in the Military”.

Almost immediately, the relevant information appears in the databases of the traffic police. On the same day, the citizen’s driver’s license is suspended. That is, he is not considered deprived of “rights” (only the court can take them away), but acquires the status of a person who has not received VU. After that, even if the dodger has no idea about the claims of the military recruiting agency, every time he gets behind the wheel he risks being fined under part 1 of art. 12.7 of the Code of Administrative Offenses for “driving a vehicle by a driver who does not have the right to drive.” It implies a fine of 5,000-15,000 rubles.

Judging by the degree of automation and digitization built into this legal mechanism, the traffic police, if they have not yet “frozen” the operation of the VU of all known evaders, they certainly do so with all their might.
