And since millions of potential voters are faced with traffic police cameras, some State Duma deputies cannot skip this topic without trampling it in the media.

Another example of such pre-election populist behavior was demonstrated by Deputy Anton Tkachev, who is a member of one of the Duma’s microscopic party factions. He tried to inform the media and social networks as loudly as possible about his proposal to Prime Minister Mikhail Mishustin to prescribe in the country’s legislation the obligation of state authorities to post warning signs in front of every operational mobile complex for photo and video -Recordings of traffic violations.

Note that warning signs in the immediate vicinity of the stationary control complexes of the traffic police in Russia are almost everywhere. At least in the information field, there are practically no complaints about this. Although, for example, in Moscow with its many thousands of photo and video cameras, such warnings were placed only at the entrances to the city, which supposedly implied that all roads and streets are in the area of ​​\u200b\u200bautomatic systems.

Of course, this is not so, but what savings in the manufacture of boards! No one even thought to pay attention to the protests of public figures and experts about the actual transformation of the Mother See into one big “penalty camera trap”… But in this case we are talking about something else.

Remember that from September 1, 2023, a ban on the use of traffic police cameras without warning signs will come into effect. But a ban is one thing, its implementation is quite another. After all, from the point of view of the existing legislation, a violation of the traffic rules remains an offense in any case – whether with a warning about the traffic police camera, or in the absence of such a sign. Therefore, even if the control line works in violation of procedure, the data it generates is quite suitable for issuing “automatic” fines. That’s the legal “camera trap”.

Some time ago, Federation Council members Andrei Turchak, Andrei Klishas and Irina Rukavishnikova approved a draft amendment to art. 24.5 of the Code of Administrative Offenses. It should establish that if the requirements for installing an automatic recording camera are violated, it is impossible to initiate administrative proceedings on the basis of the information it has obtained. But that bill is still somewhere in the archives of the State Duma.

That enabled the quick-witted deputy sheriff to take his idea and apply it as he saw fit. That is, he did not revive the bill itself in the State Duma, but wrote a meaningless message to the Prime Minister. He used the good idea of ​​legalizing camera traps as an informational opportunity to increase personal citation on the Internet. It remains to be hoped that Deputy Tkachev’s escapade will lift the process of approving the amendment developed by the senators from dead center.
