The Ministry of Internal Affairs approved the “Procedure for monitoring compliance of road users with the requirements of the legislation of the Russian Federation on road safety”. The differences from the “State Traffic Police Regulations” that were in effect until recently are not particularly significant, but a few short stories deserve the attention of motorists.

Perhaps one of the funniest points of the Order, according to which every employee of the Russian traffic police now works, concerns the ban on touching the driver’s “means of communication”. Previously, they were allowed to take in their hands not only money and valuables along with driver documents, but now they are specifically prescribed a “connection”.

It is not entirely clear why it was necessary to list gadgets separately. Do drivers really have a habit of bribing employees with smartphones? It is possible that in the next edition of the “traffic police bible” we will see a separate ban on police officers from connecting to Wi-Fi distributed from a mobile phone or tablet of a motorist who has stopped to check documents.

In addition, traffic police officers are now directly charged with informing the relatives of a citizen who has had an accident, information about the medical institution to which he was sent in case of injury. It must be assumed that in such situations the traffic policemen, for the most part, kick off the relatives of the victims extremely heartlessly, since it was necessary to write a special “instruction” on this matter by order of the Ministry of Internal Affairs.

It’s funny that the order allows traffic police officers to acquaint curious motorists with documents “containing information that is restricted.” This refers to cases where the driver of the inspector who stopped him asks for a written justification: what kind of raid is taking place, as a result of which he had to lose a few minutes when the police check documents? In response to such a “request”, the patrol officer must send a curious citizen to the unit on duty. Where they will show the interested internal police document.

There is also a downright unpleasant moment for the motorist. The new Procedure effectively legalizes the use of Article 19.3 of the Code of Administrative Violations by the traffic police patrol (“Disobedience to the legal demands of a police officer”). Now 15 days of administrative detention can be obtained for refusing to get out of the car at the request of the inspector. It’s kind of a precedent. Now any traffic police officer, creatively using the Order, will be able to “bind” this article to almost all its requirements regarding the driver.
