During the next meeting of the Public Chamber, the plans of the Ministry of Transport, Public Works and Water Management to introduce stricter rules of conduct on the road for owners of electrical means for individual mobility (SIM) were announced. Since March this year, when changes were made to the SDA related to SIM pilots, some time has passed and the department already had a desire to improve the corresponding part of the rules.
In particular, it is planned to require electric scooters and similar ventilators to drive on sidewalks to slow down to 10 km/h when overtaking pedestrians. True, it is not yet clear how to monitor its implementation.
In addition, the service wants to set up a kind of SIM registration that can be used to track down the perpetrators of incidents involving individual electric vehicles. The Ministry of Transport, Public Works and Water Management also decided that it was necessary to define the definitions of SIM and mopeds more clearly in the traffic regulations. Because the existing wording is said to cause discrepancies between traffic police officers and vehicle owners.
In addition, the department advocates the introduction of special fines for, among other things, electric scooters in the event of traffic violations in the Code of Administrative Offenses. However, nothing is known about specific articles and fine amounts at this time. And according to Kommersant, the traffic police proposes to include a ban on riding together on one electric scooter in the Regulations.
