The authorities will try to curb the greed of parking attendants

A draft law has been submitted to the State Duma proposing to link the increase in parking fees to the growth of citizens’ incomes: the first should not overtake the second. The author of the document is the Deputy Speaker of the Lower House of the Russian Parliament Vladislav Davankov.

The aim of the initiative, writes TASS, is to prevent unreasonable rate increases. The Member of Parliament proposes to include a new provision in art. 13 of the law “On the organization of traffic in the Russian Federation and on amendments to certain legislative acts of the Russian Federation”, which specifies the requirements for paid parking.

The document implies that the increase in parking costs should not be faster than the growth of the average monthly nominal accrued salary in the region over the previous year (the latter regularly determined by Rosstat). The explanatory memorandum to the bill states that it is necessary to link to an official indicator that reflects changes in citizens’ incomes, and its application will allow “an objective and fair basis for regulating the compensation for the use of paid parking spaces”.

The proposed measures look fairly fair, even taking into account Rosstat’s somewhat devious statistics. In a number of regions, it is high time to somehow curb the appetite of parking attendants.
