Another initiative from the Department of Transportation has appeared on the Federal Bills Portal, which aims to help combat maintenance operators who illegally overestimate their own throughput and sell diagnostic cards without checking vehicles.
Under the current rules, novice TO operators declare to the Russian Union of Motor Insurers the calculation of the maximum throughput of future points. In practice, however, thanks to various loopholes, it turns out that they often take on “greater obligations” and provide “benefits” to a much larger number of patients than they are physically able to accept their position.
The Department of Transport is not abandoning its efforts to defeat the counterfeiters. The agency plans to include a limit on the number of experts in the throughput calculation formula, linking this parameter to the number of diagnostic posts, the size of the point’s buildings, and other key indicators. In addition, the document will contain criteria for calculating the working time of employees.
The industry is skeptical of potential innovations, realizing that the established shaky status quo is beneficial to both parties: both the recipients of the service and those called upon to deliver it quickly. But the adoption of the bill, everyone is sure without exception, will not fundamentally solve the problem. Only once will the service become more expensive.
