Gas stations with hotels and cafes: toll roads can become even more expensive

Inspired by the growth of domestic motor tourism, Prime Minister Mikhail Mishustin instructed the Ministry of Transport, the Ministry of Economy and the state-owned company Avtodor to prepare proposals for the establishment of Multi-Purpose Zones (MFZ) that will include gas stations, parking lots, hotels and shops combine using a public-private partnership mechanism. How will this affect toll rates?

In fact, the relevant ministries, together with the regional authorities, are already engaged in such work, and the construction of the MFZ plays a key role in the overall concept of motor tourism development. At the same time, experts interviewed by colleagues from Kommersant believe that the country should first approve the overall gas station development plan and only then try to attract private investment.

It turned out that there is still no clear mechanism for the implementation of such projects. The government is ready to give companies preferences when connecting to technical networks and organizing conferences at the MFZ. However, no unequivocal policy has been developed with regard to the settlement of property and land matters. It is not yet clear whether entrepreneurs can become the owners of the roadside assistance facilities they have created.

It is also noteworthy that the state-owned company Avtodor, which manages most of the toll roads in the country, was the first to participate in the creation of the MFZ. Many entrepreneurs are well aware of how difficult it is to “pass” their business under the coveted fence. And certainly, the construction of new complexes with the organization of additional sites and congresses will allow the state-owned company to continue to raise rates regularly. After all, we are told that a significant portion of this money goes to maintaining the tracks. And innovations will certainly require significant funds.
