Parking of commercial vehicles near residential buildings is prohibited in Russia, but from the courtyards no one drives taxis, which for the most part are distinguished by a special sticker. However, trucks and vans are also parked there – after all, there is no penalty for this and there is therefore no need to comply with the requirements, as their owners and drivers believe. However, everything can change quickly.

The Ministry of Transport started its fight against the dominance of commercial vehicles in Moscow yards in 2020. This was a long time ago, before the pandemic and everything else. However, the lack of fines – which is simply impossible, period – has meant that no one has complied with the ban: the sites are full of trucks, both private and commercial owners.

In the heat of the election race, Boris Chernyshov, one of the candidates for the post of Mayor of Moscow, made a proposal to ban parking and long-term parking of taxis in residential areas. The document was supported by the Ministry of Internal Affairs, but General Chernikov’s department required elaboration with the participation of the executive authorities.

There really is a lot of logic in the ‘service requirement’: how do you distinguish a taxi car from the car of the director of a legal entity? What fines should be introduced and who will issue them? Who should handle this issue, the National Guard? The elections are over, but the initiatives remain. It will be interesting to see the continuation of this story. If it happens at all – a sequel – of course.
