Only one type of delusion in the world can be considered more stable than near-religious superstition. These are the “problems” of Russian car owners regarding fines for real and imaginary traffic violations!

Over the past decades, traffic rules, the Code of Administrative Offenses and all kinds of “around the car” departmental orders, instructions and rules in Russia have changed so many times that in the minds of quite a number of domestic drivers there is now a real “mess” of fragmentary knowledge of road legislation.

For example, many of them are still confident that a traffic police officer can demand to see a car first aid box on the road and check its contents. Presumably it has to comply with the “order of the Ministry of Health”. In fact, even during state inspections, no one now checks for the presence of a first aid kit in a car. Whether or not to take certain medications and first aid equipment with you depends solely on the wishes of the car owner.

Another questionable ‘belief’ of the driver states that a fine will be imposed if there is no reflective vest in the car, but also if he does not have one near a car stationary on the road. This belief is a direct result of ignorance of traffic rules and the Code of Administrative Offenses. The law applies to equipping a vehicle with a vest in exactly the same way as it does to a car first aid kit. That is to say, completely indifferent. The traffic rules only require that you wear at least a special vest or a jacket with reflective elements when you get out of the car at night outside inhabited areas. And the Code of Administrative Offenses does not, in principle, provide for fines for violating this requirement.

And sometimes you come across very strange beliefs of car owners. For example, some believe that they are deliberately breaking the law by transporting their beloved cat or dog in a car on the passenger’s lap. Apparently, this kind of ‘criminal activity’ or ‘questioning the rules’ raises the self-esteem bar for some citizens and adds ‘coolness’ in their own eyes. Well, of course: “a dog is officially considered a load to be secured, and we boldly spit on it for the love of the pet”! In fact, this is all nonsense: no fines are prescribed anywhere for such a “brazen violation”.

Such as hanging an arm or leg out of a car window while driving. Although sometimes even people who call themselves lawyers and car experts talk nonsense about how the overall characteristics of the car are violated in this way. Or that someone who sticks his leg out of the car turns out to be wearing the wrong seat belt, which would also result in a fine. Both statements are from the evil one.

If the seat belt of a passenger or driver is fastened and holds the “carcass” of a person, the latter has the right to expose at least all his arms, legs and head at the same time to the oncoming airflow (if he can, of course !) – from the point of view of the Administrative Code, there can be absolutely no complaints against him!
