The Russian Ministry of Internal Affairs did not support the proposal to abolish fines in cases where there is no warning sign in front of the camera recording the violation. The ministry believes this will encourage motorists to ignore traffic rules.

As TASS reports, Deputy Speaker of the State Duma Vladislav Davankov has sent a letter to Prime Minister Mikhail Mishustin with a proposal to consider the initiative to declare an amnesty on administrative fines for all citizens for traffic violations recorded by mobile photo-video recording systems . This applies to “tripods” and other complexes installed without notifying drivers with a corresponding sign, from May 29, 2023 to September 1, 2024.

However, the First Deputy Head of the Ministry of Internal Affairs, Alexander Gorovoy, did not appreciate the idea of ​​​​the deputy. “The proposed fixing of a deadline for declaring amnesty from May 29, 2023 to September 1, 2024, proposed in the appeal, will violate the principle of equality before the law enshrined in Article 1.4 of the Code,” he replied. According to him, the implementation of the initiative “can lead to the creation of preconditions for non-compliance with the requirements of traffic rules by motorists.”

In addition, it would be necessary to cancel all fines already issued for the specified period, as the Ministry of the Interior considers it impossible to prove the presence of the corresponding traffic sign at a given time.
