As Izvestia reports, today the LDPR party will submit to the State Duma a bill on the mandatory registration of electric scooters – according to deputies, this should reduce the ever-growing number of accidents involving personal mobility devices.

“Current legislation does not create sufficient instruments for legal regulation of the use of SIM, which should be understood as electronic scooters, bicycles, unicycles and other electrical gadgets intended for movement. One expression of this is the increasing number of accidents in which they are involved,” according to the explanatory memorandum to the bill.

The deputies consider it justified to ban the use of SIM cards without license plates, with which the owner can be identified, and to apply punitive measures against him in case of violation of the rules. The law stipulates that the registration of electric scooters must be carried out through the unified portal of state and municipal services, and the procedure must be established by the government.

The head of the LDPR, Leonid Slutsky, recalled that in the first half of 2023 alone, more than 1,000 accidents involving electric scooters occurred – during this period their number increased by 180%. “We cannot leave the regulation of the movement of electric scooters to chance,” he stressed.
