The Seventh Court of Cassation of General Jurisdiction ruled the obvious: it indicated that civil servants should at least somehow justify their decisions instead of deregistering. For example, explain why they do not want to put asphalt on the road.

As Rossiyskaya Gazeta reports, a resident of the Sverdlovsk region went to court and demanded that a 230-meter street and a 140-meter sidewalk be covered with asphalt. He explained that he is a disabled person of the second group and that access to his house is difficult due to the broken road, and that repeated appeals to the regional administration, as usual, have led to nothing.

The officials explained that road repairs had already been made in the area, but the same street was full of crushed stone – and that was enough. The lower courts agreed with the officials, but the cassation court sided with the citizen and pointed out that he had not received an answer from anyone as to why there was no asphalt on his street. The case has now been sent for a new trial.
