
The Ministry of Internal Affairs has prepared draft amendments to Government Decree No. 2438, which lists GOST standards in the field of road safety that are mandatory for use by road workers and designers, and has already been agreed with the Ministry of Transport. The authors of the initiative explain that this is necessary to reduce the number of accidents.
As Kommersant reports with reference to the text of the document, the requirements are aimed at “guaranteeing road safety, preserving the lives, health and property of the population,” and will also reduce the number of accidents. It is proposed to make the standard “Organization and safety of traffic on highways and highways” partially mandatory. Parts of highways with a speed limit of 130 km/h must be equipped with artificial lighting, and highways with a speed limit of up to 110 km/h must be equipped with pedestrian crossings and barriers.
If any of these conditions are violated, the “increased” speed limit will be canceled until the repair is completed – it will be returned to “standard” values, i.e. 90-110 km/h, depending on the road. Diagonal pedestrian crossings must have special traffic lights and dotted lines. The button for calling the permission signal should be at a height of 0.8-1.2 meters, and when pedestrians and cars move at the same time in the same traffic light phase, green should light up for the former before the latter.
