Strictly 18+: Minors may be prohibited from riding electric scooters

In the capital they are discussing lowering the speed limit and age limit for users of personal mobility devices. It is proposed not only to lower the permitted km/h for electric scooters, but also to introduce a personal identification system so that people under the age of 18 cannot ride them.

As Kommersant reports, during a roundtable discussion in the Moscow Duma, authorities discussed measures to reduce the number of accidents involving personal mobility devices. The head of the department, Alexei Shaposhnikov, plans to contact the government with a number of proposals. For example, he considers it necessary to ban the use of telephones while driving electric scooters and driving on the roadway – for everyone except adults with “driving licenses” of category M. At the same time, for children under 16 years of age: the speed of scooter may not exceed 15 km/h.

Deputy Head of the State Inspectorate for Road Safety in Moscow, Evgeniy Loginovsky, noted that the current age limit for kick-sharing companies is actually not observed, because children use their parents’ accounts. Therefore, it is necessary to introduce a personal identification system on rental scooters and reduce the speed to 20 km/h.

The head of the directorate of photo and video recording of the data center Vladimir Karpov recalled that ten cameras already detect two people riding an electric scooter, refusing to let a pedestrian pass, crossing a zebra crossing without getting off and other violations . The relevant information is passed on to the kicksharing operator, who fines the user for violating the terms of the contract.
