
The Russian Ministry of Internal Affairs has decided not to introduce a number of new requirements for the design of urban roads, which it itself recently presented as mandatory. Following comments from the Moscow and St. Petersburg authorities, these standards were made advisory.
As Kommersant reports, the working group of the Government Analysis Center “Traffic Safety” has agreed on a draft decision developed by the Ministry of the Interior with new requirements in the field of road design and traffic management. The ministry has made a number of changes to the document, deleting several points, for example on the need to raise the carriageway at tram stops on single-lane routes. As explained in the capital’s data center, this rule is difficult to implement.
It was also proposed to require “sight triangles” for pedestrians – a viewing sector within which citizens can see approaching cars without interference. Here, the St. Petersburg State Road Safety Inspectorate spoke out against this and at the same time criticized the requirement of the visibility of the zebra crossing when pedestrians and turning cars move simultaneously in the same traffic light phase. In Saint Petersburg, the historic buildings are too compact for this, according to the authorities.
