The Russian Ministry of Internal Affairs proposes to introduce a number of bans and restrictions on illegal migrants. In particular, if the corresponding bill is passed, they will not be able to drive with the “rights” of their country, get a Russian driver’s license or even buy cars.
As TASS reports with reference to the document, it is proposed to introduce a special regime for foreign citizens who do not have legal grounds for residence or who have provided false information during migration registration. It prohibits the registration, acquisition or disposal of vehicles, the driving of motor vehicles and the admission to examinations for obtaining a driver’s license.
The law stipulates that a foreign national is considered to be in “controlled residence” regime from the day information about him is entered into the relevant register. The reason for this may be the expiry of the temporary residence, the temporary residence permit or the residence permit. Also, a foreigner can end up on the ‘blacklist’ if illegal border crossing is discovered, or if a decision is made to revoke a visa, refugee status or even citizenship.
The document is already being discussed in the departments and will soon be submitted to the State Duma.
