The final arrival of calendar winter in Russia in 2023 will be marked not only by the traditional tinsmith holidays for this time, but also by the entry into force of specific “seasonal” changes in traffic rules. On this occasion, the traffic police even published a video with a speech by the chief.

From December 1, a special annex to the traffic rules establishing the conditions for admitting vehicles to road traffic will contain a clause stating that winter tires must be fitted to the car in winter – from December 1 to February 28/29. For violation of this requirement, i.e. driving ‘on the fly’ in winter, traffic police inspectors will be obliged to punish the driver under Part 1 of Art. 12.5 of the Administrative Code – up to 500 rubles fine, almost like “for dyeing”.

Since December is already around the corner, many publications have not missed the opportunity to hype the topic of “a new fine from December 1.” In most publications, the driver is threatened not only with a monetary penalty, but also with the possible evacuation of the car to an impound lot, an article for disobeying a police officer and other problems due to missing winter tires.

The matter has gone so far that the traffic police decided to issue a special clarification for drivers. And she made a video in which the head of the department, General Chernikov, clearly outlined what and how would happen on Russian roads after December 1.

According to the lieutenant general, traffic police officers will not bother drivers about the seasonality of tires. The head of the National Traffic Inspectorate believes that properly preparing a car for driving in winter conditions is primarily in the interest of the driver. The country’s chief traffic officer assures that no one will impose nightmares on car owners with fines – the main thing is that no accidents occur.

And in the southern regions of Russia, according to Chernikov, control over winter tires is not necessary at all in winter, where it is warm and there is virtually no snow and ice on the roadway. From the point of view of common sense and the actual situation on the roads, it is not that it is impossible to argue with the general, but on the contrary, I would like to support with both hands his approach to the issue of winter tires in winter !

But as always with almost all law enforcement practices of a punitive nature, all kinds of ‘buts’ will inevitably crop up at the level of a regular rubber artist. The big boss with his common sense is far away – in Moscow. Thousands of kilometers and dozens of steps higher on the career ladder than an ordinary traffic police inspector, frozen on a snow-covered highway. Who doesn’t watch the television addresses of their big boss in the capital?

The employee is guided by legislation and official departmental circulars. Therefore, he will be happy and pleased to find among the cars that pass him, shod in the “summer”: you can draw up a report about the driver, or “cheat” him with bribes, intimidate him with the prospect of sending him the perpetrator’s car to the seized lot.

Such “tricks” can be nipped in the bud in only one way: when a video message from the head of the State Traffic Inspectorate to car owners is supported by the distribution of the corresponding departmental order to all regional departments of the traffic police. Otherwise the system usually does not work.
