But this is wrong,” said Yaroslav Nilov, Chairman of the State Duma Committee on Labor, Social Policy and Veterans Affairs, author of the bill on “Utility OSAGO”. “Therefore, it is necessary to simplify the lives of motorists so that they do not have to independently sue utilities or other organizations, but give them the opportunity to receive compensation for the damage caused in a preliminary investigation. This can be achieved through an insurance product: mandatory motorcycle liability insurance. So that people can quickly receive compensation and this money can then be recovered from the perpetrator of the incident by the insurance company itself. Insurers have the people, experience and practice for this, and car owners will no longer need six months or a year to receive legal compensation…

So far, ‘utility OSAGO’ is in the design phase. To become a law, the law must be read three times in the State Duma and receive approval from the Federation Council. But be that as it may, whether this law is passed in the near future or is postponed, the problem with public utilities has been brewing for quite some time and will have to be resolved sooner or later.
