The authorities did not support the bill providing for the replacement of the payment of fines for traffic violations with mandatory work. One of the Duma deputies suggested reconciling feelings of guilt with physical labor instead of hard-earned “wooden” labor.
Nowadays you can ‘receive’ forced labor if you do not pay an administrative fine, but this still does not immediately release you from payment. The driver will have to work hard and pay off the debt. The bill, sent to the government for withdrawal, proposed to change this procedure and give citizens the opportunity to refuse cash payments – as they say: there is no money, but the hands are in place, so I am ready to to carry out the punishment. Experts considered this idea quite workable, but the government did not support it, reports Rossiyskaya Gazeta.
“It must be taken into account that this type of punishment, such as compulsory labor, is a significantly more severe form of punishment than an administrative fine. Compulsory labor is assigned exclusively by a judge, which makes it impossible to introduce the substitution mechanism proposed by the bill in case of imposition of an administrative fine by other subjects of administrative jurisdiction,” the review said.
Moreover, the government emphasized that “the amendment proposed by the bill contradicts the fundamental approaches in the field of the legal regulation of administrative responsibility.”
