According to official statistics, in the Moscow region at the end of 2020, the total number of accidents in areas where it was used fell by 45% compared to 2019, and the number of deaths and injuries fell by 48%. Also in 2020, no accident involving collisions with pedestrians occurred in the average speed areas, while in 2019 these accounted for 10% of the total number of accidents in these areas.
And I have to admit that the numbers given are wonderful. However, whether the overall decline in accidents over that period is directly related to average speed fines is a big question. However, proponents of returning this whip to the drivers’ association have a joke up their sleeve: the number of accidents on Russian roads will have increased significantly by 2023, and with them the number of road casualties.
