Recently, the media and social networks have drawn attention to the admission of the head of the Moscow Traffic Police, Alexander Bykov, that in the capital there is a traffic light with an automatic recording camera that recognizes traffic violations by pedestrians.

To ensure that such devices can issue real fines for such violations, Bykov called for amending the Code of Administrative Offenses and effectively forcing all residents of Russia to hand over their biometric data to government agencies. They say that without this there is no way to punish foot violators of the rules.

Apparently, for this reason – the impossibility of introducing a total system of fines for pedestrians – this news has come to the attention of most fellow citizens. Meanwhile, as the AvtoVzglyad portal discovered, “automatic” fines for “pedestrians” are not an uncertain future, but consider it a very real gift!

– Few people know, but at train stations in the Moscow region, pedestrians were systematically fined in 2023 for violating the rules for crossing tracks – based on camera footage. In manual mode, recognize a person from photo and video material and then call the citizen to file a report with the police. This is done by traffic police officers. If you believe the data from the Ministry of Transport of the Moscow region, fines have been imposed on several thousand violators over the past year. That is, it is now possible in principle to fine pedestrians who violate traffic rules on the road with exactly the same scheme. To ensure the massive scale of this process, it is only necessary to adapt the legislation accordingly. So that for imposing a fine it is not necessary to call each violator to the police station, – explained Grigory Shukhman, an expert on automatic recording devices, to the AvtoVzglyad portal.

Please note that in order to draw up such a fine decision ‘at the department’, the offender must admit his guilt. So now: no recognition, no punishment for the “automatically detected” pedestrian. But no one is stopping lawmakers from extending the legal mechanism for automatically recording violations by drivers to pedestrians at any time!

Although it must be admitted, not all lawmakers are even excited about the activities of the existing traffic police cameras. And they are wary of the prospect of automatic recording of ‘pedestrian offences’.

– There is an ambiguous attitude towards cameras that fine pedestrians. Firstly, there is a suspicion that in this case the story with cameras that automatically record traffic violations by motorists will repeat itself: everything will come down to making money from fines from local budgets and close businessmen. Secondly, I believe that the fight for pedestrian safety must start at the other end: not with fines, but with the creation of appropriate road infrastructure. And thirdly, I note that offenders, knowing about the cameras, will begin to hide their faces, for example, with the help of masks. And at the same time, due to incorrect recognition, innocent pedestrians will receive fines,” Yaroslav Nilov, head of the State Duma Committee on Labor and Social Policy, said about the idea on the AvtoVzglyad portal.

Blue Buckets community coordinator Petr Shkumatov also expressed skepticism about the idea of ​​automatic traffic police cameras for pedestrian violators.

– Let’s take a look at these ‘biometric traffic lights’. Such technologies do not have sufficient accuracy and work perfectly only under certain conditions: good weather, good lighting, right angle, etc. In such cases, the error rate is minimal. But in situations where twins look identical, the algorithm can perceive them as one person even in good weather. The same goes for people with similar facial features. In addition, for example, all delivery drivers wear scarves and hats, especially in winter, which reduces the scope for facial recognition. However, they are the inveterate offenders. The algorithm may not recognize such people at all or make mistakes, which is even worse. But there is also bad weather. And also bad weather at night… In general this will not work. But in the future everything is possible,” Mr. Shkumatov told the AvtoVzglyad portal.

So we can assume that “room penalties” for pedestrian offenders will continue to appear in the near future. If the authorities use the experience with ‘railway’ fines. Clearly, we should not expect a massive appearance of such lines of control in the initial stages. But over time, there may be even more than traffic police cameras keeping an eye on motorists.
