The head of the Duma Committee on Labor, Social Policy and Veterans Affairs, Yaroslav Nilov, claims that the photo and video recording systems currently used on Russian roads need improvement. In the meantime, all fines against them should simply be withdrawn.

As the Government Gazette reports, the deputy complained that drivers have recently increasingly complained about illegal “chain letters” that are issued for no reason. For example, one of the recent high-profile cases involved a 1,000 ruble fine for an untied bag on the front passenger seat.

And such situations are not isolated, Nilov pointed out: drivers are fined for putting things in the car without a seat belt, for imaginary conversations on the phone or for violating markings that are impossible to notice due to the snow.

Stop this, the LDPR representative decided, proposing a moratorium on all such fines until developers of photo and video recording systems improve their operation and eliminate false alarms.

— Such violations, which today can supposedly be registered, give rise to a large number of negative, blatant, resonant examples of situations. For example, a driver drives in a black jacket, if you look closely there is a belt, but it is not visible and the driver is held liable,” the deputy noted.
