What Are Dangerous For Car Owners 5 “Summer” Legislative Changes
The right Russian official or legislator will always find something to complain about and solve the problem by “tightening the screws” or “improving” the next time. Even if, for example, car law has been continuously modernized over the past ten years. The AvtoVzglyad portal tells about the most notable novels that are about to enter the life of motorists in the country.

It must be admitted that some of the upcoming changes will soon bring more convenience to the driver. This concerns, for example, the plans of the Ministry of Digital Transformation and the traffic police to transfer all data about the driver into a QR code, which were recently announced. So that, when checked by an inspector on the road, a motorist can easily present a QR generated via the portal of the public services. A traffic police officer can think of it as a service scanner and get information about “entitlements”, an OSAGO policy and vehicle data. But even when this system becomes operational, to make it legal it will have to rework the traffic rules and the Code of Administrative Violations. And this “song” isn’t fast at all.

FEES TO THE REGIONS

According to President Putin’s order, from 1 June this year, some of the traffic police’s powers to “issue fines” should be transferred to regional authorities. The result should be that, in general, the registration of all fines for traffic violations registered in automatic mode is transferred to the jurisdiction of the local authorities. While the relevant legislative acts “hang” in the Duma. Note that money from traffic violations has always gone to local budgets. At the same time, the imposition of fines by traffic cops provided at least some protection against illegal penalties. With the removal of military personnel from this activity, the risk of not being able to challenge an unfair fine will also increase.

STATE REQUIREMENT FOR TUNING

The Duma is also about to impose another financial “pig” on car owners. Fortunately not for everyone, but only for those who “change the design of their vehicle”. For example, he tunes a car or installs gas equipment. The deputies have already passed a bill at first reading through which the issuance of a traffic police permit for this operation will be paid (1,000 rubles). At the same time, the state obligation to issue a certificate of compliance with the safety requirements for a car should increase from the current 800 rubles to 1500 rubles.

MEGA PENALTY FOR DRIVING WITHOUT “RIGHTS”

It is very possible that at the end of the spring session of the State Duma, the deputies will pass a bill that provides for record fines for relapse into driving a car without a “driver’s license”. The new version of Article 12.7 of the Code of Administrative Offenses should get one more item on this topic – with a fine of 50,000-100,000 rubles. And in Article 264 of the Criminal Code (which causes bodily harm or death in an accident), they want to add a fine of 300,000 rubles and confiscation of the “instrument of crime” – a car.

PUBLIC SERVICES WILL BECOME A MARKET

Car owners may already have the opportunity to sell their car via the government website in the summer of 2022. The government passed a resolution in April directing the Ministry of Digital Development and other interested bodies to establish such a service. It is known that software is currently being tested with which you can draw up an electronic contract for the sale of a car via the site. The owner will be able to post an announcement about the sale of his personal vehicles through his personal account on public services.
