The ninth wave of lawlessness: the traffic police will deprive the right to issue fines “assigned” by the cameras

The State Duma has not yet decided what to do with the bill on the transfer of the administration of fines from cameras for detecting traffic violations from the traffic police to the nationals of Russia. However, this could happen soon. According to the instructions of the President of the Russian Federation, work was to be completed in Russia by June 1, 2022, in order to implement changes in legislation that would allow part of the traffic police powers to be transferred to the regions. Namely: the administration of traffic violations, recorded by traffic cameras. Now the bill has still not been passed and is under consideration in the Duma. If supported by legislators, the regions have the right to involve in the processing of photo and video material received from photo and video shooting complexes, organizations or departments appointed by regional authorities instead of professionals of the traffic police .

“Personally, I am categorically against this bill,” Grigory Shukhman commented on the innovation on the AvtoVzglyad portal. – An example of why this will not bring car owners anything good, we see in practice in Moscow. In 2013, the Ministry of the Interior already transferred the power to the officials of the capital to handle parking violations. As a result, we have massive violations, including illegal law enforcement simplification of material against civilians sent through the infamous PAK PM application – “Moscow Assistant”. Traffic police have stopped accepting such materials since 2019, but can do nothing about Moscow officials who continue to break the law by obtaining dubious certificates for PAK PM and trumping them in courts, the expert believes.

And it’s hard to disagree with his opinion. It seems really odd that they would entrust such an important task as imposing fines and analyzing photo and video material to non-professionals. It turns out that this isn’t consideration of the case materials by an authorized officer, but just an ordinary office job that can be performed by anyone, even a person not very familiar with traffic rules? To whom will these non-civil servants report, answer for mistakes? After all, writing a fine with us is a piece of cake. People should challenge its unfoundedness in the courts. And those who write it out don’t bear any responsibility for their mistakes. It is definitely time to change this cruel practice and not start a fine conveyor belt. But so far the opposite is happening.
