The AvtoVzglyad portal by pure chance found a completely plausible explanation for both the low quality of Russian driver’s licenses and the strange delays in the development of electronic “licenses” in our country.

I got my driver’s license stuck. Again. A second time. For the first time it was stratified a year after issuance – in 2019. And now it happened again – in 2022. It turns out that in four years – twice. In theory, the bundle of rights is a reason to contact the traffic police to replace them. Strictly speaking, the certificate “split” into two halves, after all, fell into disrepair. The first time I encountered this natural phenomenon while buying an OSAGO policy.

The officer girl, who turned out to be an unwitting witness to the half-life of a laminated piece of paper and proudly affirmed my driver’s authority, reassured me: they say many “rights” have been lost in her memory. You just need to glue them yourself as it was – she opened the lifehack for me. Actually I did then, and I will do it now – like an unknown number of other drivers using the VU, practically printed on tissue paper with no alternative. Next time, according to the law, I will have to change the “crust” in 6 years, in 2028. And judging by the statistics collected, about once every two years I will still be forced to glue the “rights” .

This is all the more annoying because my VU is very rarely of interest to police officers – at most a few times a year traffic police officers express the wish to get to know it personally when checking documents. The rest of the time the “rights” are always kept in a special section of the hard leather cover of the passport. That is, in my case it is certainly not necessary to talk about some kind of “wear and tear” of the certificate.

Coincidentally, I casually shared this “ambush” of mine with a friend. Along the way, he complained that in developing all kinds of digital services for government agencies, he and his colleagues have not yet been able to translate the idea of ​​”electronic rights” into life – as happened with the “electronic TCP”.

My friend’s answer hit the spot: electronic “rights” don’t benefit anyone! It turns out, according to him, for Goznak that the cost of producing one VU blank (with all the super-duper watermarks and counterfeit protection) is only about 16 (sixteen!) Rubles. At the same time, for each of these forms, Goznak receives 1600 rubles from the traffic police. Net profit – 10,000%. And then the motorist pays the state tax for the production of “duties” 2000 rubles, offsetting the cost of the house for the purchase of forms from Goznak and the salary of the inspectors of the registration department. Great business plan, don’t you think?

Consider that the traffic police issues about 1.5 to 2 million brand new driver’s licenses to newly minted drivers every year. In addition, about five million motorists in the country change their driving licenses every year because their validity has expired. Not counting those who restore “rights” after loss, theft and similar excesses. That is, at least 6.5-7 million people annually bring Gozak a profit of 10,000%, which in monetary terms is 650-700 million rubles – for the pennyproduction of pieces of “cigarette paper” with watermarks.

Now imagine how if everyone who lost their “rights” would be disciplined to turn them into traffic police – at least once every two years, as my personal experience shows. The entire 55 millionth army of motorists in Russia. Getting rich is possible! “Goznak” …

From this point of view, the vulnerability that was originally embedded in the Russian VU becomes understandable: maybe someone does not stick after all and pays 2000 for the restoration of the document! The above version perfectly explains the strange “brakes” in the country’s transition to “electronic rights”: only a fool himself will refuse a company that makes 10,000% profit. There is no doubt that both Goznak and the traffic police are trying not to fool the fools.
