Government Gazette Issue dated November 16, 2024 published. This issue included changes to various regulations and communiqués and some board decisions. The amendments to the regulations determining the environmental and performance conditions of the drive unit of two- or three-wheeled vehicles and four-wheeled motorcycles attracted attention.

Regulatory changes,”Regulation on environmental and performance requirements for power units for the type-approval of two- or three-wheel vehicles and four-wheel motorcycles (EU/134/2014)‘ was made. These regulations update the environmental compatibility and performance standards of vehicles. With the changes in the General Customs Communiqué (Transit Regime), new rules have been introduced for the implementation of the transit regime.

ARTICLE 1- The following provisional article has been added to the Regulation on environmental and performance requirements for power units for the type-approval of two- or three-wheeled vehicles and four-wheeled motorcycles (EU/134/2014), published in the Government Gazette of 26/1/2017 and numbered 29960 bis.

“Transitional provision

PROVISIONAL ARTICLE 1- (1) Matters amended by the ordinance establishing this article; This shall not invalidate the EU type-approval granted to a vehicle, system, component or separate technical unit unless the relevant requirements applicable to that vehicle, system, component or separate technical unit are amended or new requirements are introduced. be added to this Regulation.

(2) The approval authority shall continue to regulate the scope extensions of the EU type-approvals specified in the first paragraph.”

ARTICLE 2- Annex I to the same Regulation has been amended as attached.

ARTICLE 3- Article 5.2.3.6.1 of ANNEX II of the same Regulation has been amended as follows.

“5.2.3.6.1. pure gases

If necessary for calibration and work, the following pure gases must be made available:

Purified nitrogen: (purity: ≤ 1 ppm C1, ≤ 1 ppm CO, ≤ 400 ppm CO2, ≤ 0.1 ppm NO);

Purified synthetic air: (purity: ≤ 1 ppm C1, ≤ 1 ppm CO, ≤ 400 ppm CO2, ≤ 0.1 ppm NO) oxygen content between 18% and 21% by volume;

Purified oxygen: (purity > 99.5% O2 by volume);

Purified hydrogen (and mixture containing helium or nitrogen): (purity ≤ 1 ppm C1, ≤ 400 ppm CO2, hydrogen content between 39 and 41 vol.%);

Carbon monoxide: (minimum purity 99.5%);

Propane: (minimum purity 99.5%)”

ARTICLE 4- Clause (b) of Article 4.7.1 of Annex 3 of Annex V to the same Regulation has been amended as follows.

“(b) Hydrocarbon analyzer fuel gas (helium or nitrogen balance contains 40 ± 2% hydrogen and less than 1 ppm C1 equivalent hydrocarbon, less than 400 ppm CO2);”

ARTICLE 5- Article 2.7.6 of Annex 1 of Annex VI to the same Regulation has been amended as follows.

“2.7.6. Shifting takes place in accordance with the guidelines specified in Article 4.5.5 of Annex II. Alternatively, guidance provided by the manufacturer to the consumer may be used if approved by the approval authority.”

ARTICLE 6- Table 8-1 in Article 2.4.3 of ANNEX IX of the same Regulation has been amended as follows.

ARTICLE 7- Article 3.3 of Annex 2.2 of Annex X to the same Regulation has been amended as follows.

ARTICLE 8- This Regulation shall enter into force on the date of its publication.

ARTICLE 9- The provisions of this regulation are implemented by the Minister of Industry and Technology.
