The bill proposes to extend the effect of art. 12.21.4 of the Code of Administrative Violations of the Russian Federation (“Non-payment of a toll for passing a vehicle on toll roads”) applied only to federal toll roads. Recall that drivers of passenger cars who “forgot” to pay the fare today are fined 1500 rubles.
The municipality will therefore determine the penalty for unpaid travel on the regional highways. And since according to art. 3.5 of the Code of Administrative Violations of the Russian Federation, the top bar for such a violation should not exceed 5,000 rubles, then regional officials can easily set a penalty “according to the top bar”.
Let’s add that the regional “payers” in particular are considered the western high-speed diameter of St. Petersburg, as well as the northern Understudy of Kutuzovsky Prospekt, which is under construction. In addition, the Lytkarino-Vidnoye highway appears in the Moscow region.
