In March 2022, a group of deputies from the State Duma submitted a bill for peer consideration that could ease the financial burden on motorists. One of the drafters of the proposal, Yaroslav Nilov, head of the Labor Committee on Social Policy, then explained that he and his colleagues want to increase the amount of legally established debts for traffic police fines, after which the bailiff has the right to “rights”. It was about raising this bar from the current 10,000 rubles to 50,000 rubles.
The deputies pointed out that the difference in the amount of fines for the same offense in the capitals and regions of the country put motorists in Moscow and St. Petersburg in an unequal position with their colleagues, for example from the Moscow region or the Leningrad region. In particular, once a Muscovite does not pay, for example a fine for incorrect parking, he is threatened with expulsion from the VU within a few months, when the deadline for paying the fine expires. He will also be fined for not paying the fine, with all the consequences that entails. To get into a similar situation, a resident of a region of Russia has the opportunity to park incorrectly not once, but twice. Because he will be fined half the amount – 1,500 rubles instead of 3,000 rubles for a Muscovite. Such a situation is unfair to a resident of Moscow or St. Petersburg, the deputies said.
The government did not support the deputies’ proposal.
– The approach proposed in the draft law will not motivate the debtor to independently and timely meet the requirements for the recovery of an administrative fine. This measure could lead to a potential rise in income arrears, his official response said.
