How and why drivers are fined for questionable passengers
Recently, in Yekaterinburg, a driver was fined for a dislodged cat. Plush. The cat hung without a seatbelt from suction cups on the windshield. It seems that “on horseback” speeding on a tow truck was the height of curiosity, but the Russian video recording system broke through another bottom. How not to pay for such nonsense, the AvtoVzglyad portal will tell.

The Gazelle driver from Yekaterinburg was handed the stupidest fine in his life: it was proposed to supplement the budget for violating section 5.1 of the traffic rules, which states that a passenger must be fastened with a seat belt when traveling in a vehicle that is equipped with this same belt. It seems that everything is correct: the passenger is not fastened, the law is being broken. The problem is that the passenger turned out to be a plush cat.

The photo, politely attached to the notification of the violation, leaves no room for doubt: the system was wrong, there was no one in the passenger seat and a characteristic and well-known toy was mistaken for the “driver”. Artificial intelligence does this without the intervention of the employee. However, the fact remains: a fine was handed out, a thousand rubles “take it out and put it down”.

The inspectors will laugh, of course: the situation is really idiotic, there is no violation here. But there is a fine, and so many times the inspector can’t revoke it, and even more often he doesn’t want to. An appeals procedure must be followed, at the end of which the “punishment” can be quashed.

A story like this can go on for months and end with a donut hole. It seems that the state services have pressed the button – the decision has been received. But no, such mechanisms are not ready at the traffic police, so if you please appeal your misunderstandings the old-fashioned way through the Russian Post. The alternative is in person at the branch.

The fine must be challenged within 10 days from the date of receipt of the decision. Well, then – how will it go. Obviously, the “cat story” will be decided at the traffic police level, it’s too comical. But if the matter is more complicated, most likely only the court will be able to make the final decision. And here comes the big question: is it worth it or is it easier to pay? Most drivers pay of course and do not dare to take the long road of bureaucracy.

Therefore, the system will continue to issue fines “for cats”. The changes will come into effect when it is possible to object online to all fines for problems and malfunctions – now the ‘objection’ button doesn’t work there very often.
