The Ministry of Transport proposes to increase the maximum price for travel on toll roads by 2-3 times. Those highways that after the reconstruction became high-speed (M1 “Belarus”, M4 “Don”, M3 “Ukraine”), “price” for a driver in a car from 3 to 5 rubles per 1 km, and highways at all rebuilt (TsKAD , M12 Moscow-Kazan) – from 3 to 8 rubles per 1 km. Of course, the indexation also has consequences for trucks.
At the same time, according to Kommersant, rates will only be increased on those toll roads built under concessions closed after 2013. In other words, for driving along the northern bypass of Odintsovo and the first section of the M11 Neva highway (from 15 to 58 km), drivers pay the same amount as now. The exceptions also include the WHSD in St. Petersburg, “scarves” in the Pskov region, and other roads that do not have federal status.
The increase in rates is explained by the increased construction costs. In early 2021, representatives of the state-owned company Avtodor said highway construction had “risen in price” by 12% – now, after the events of February, this figure has gone much higher. And the current marginal price (3 rubles per 1 km) was formed already in 2015 – it has long been inconsistent with current reality.
It remains only to add that the motion for a resolution has not yet been adopted, public discussions are underway. It is therefore not yet known exactly when the new rates will come into effect.
