How many years have the authorities been unable to find justice for the owners of electric scooters, segways, unicycles and other newfangled devices! And all because the traffic rules in no way classified them – in the code of road laws there was no such concept as a means of individual mobility. But in the end this problem was solved. And at the same time – and a few more. But does innovation still make sense and isn’t it getting worse? The issue has been resolved by the AvtoVzglyad portal.
The government approved changes to the SDA related to SIM, road signs and parking. Admittedly, when exactly they will come into effect is not yet clear – the document will be published later. Most importantly, these amendments “legalize” electric scooters and other “wheels” with electric motors: according to the new rules, you can drive them at a speed of no more than 25 km / h, and their weight must not exceed 35 kg if the driver intends to drive along sidewalks and sidewalks.
In those places where SIM drivers “neighbor” with pedestrians, the latter are given priority – the owners of the “wheels” should remember this when calculating their maneuvers and speed. And to cross a highway past a zebra, they have to get off (as is the case with bicycles, which many do not remember). So there is a ghostly hope that there will now be fewer accidents involving mobility aids.
The traffic rules do not prohibit driving with a SIM card on the roadway: electric scooters of any weight can drive on the right side of the road, but there are different conditions. The driver must be over 14 years old and the speed limit for cars on the property does not exceed 60 km/h. In addition, we are only talking about those streets where cyclists are allowed. At the same time, on the SIM you can not lean on the roadway without braking system and white or red headlight.
Changes to the SDA, approved by the government, also imply the introduction of special road signs for drivers with individual mobility. With their help, they will allow, restrict or prohibit movement on electric “wheels” in certain areas. But the decision to put up special signs remains with the local authorities.
Incidentally, a few new road signs appear in the traffic regulations, but already for drivers of vehicles. The first will inform about the electric car charging station, and the second will prohibit the traffic of buses in some places. But not everyone – it does not apply to school and those who use public transport. But that is not everything.
Among other things, the authorities have decided to “upgrade” a number of traffic signs in parking lots. First, the designation of paid parking: if now the letter P on a blue background is accompanied by a separate white plate “10, 15, 20”, then after the changes are in effect, the image of coins on the main page appears blue sign . The same will happen with the wheelchair sign – the wheelchair user will “move” to the letter P.
Finally, traffic regulations will extend the effect of blue markings across the country, which have so far been used as an experiment in some cities – with their help, they mark the boundaries of paid parking. This innovation, like the modernization of road signs, which we talked about above, will help motorists navigate faster when looking for a parking space. So it can safely be called useful, which unfortunately cannot be said about SIM.
It has taken authorities several years to “legalize” electric scooters and other mobile “wheels”, but what are the chances that this will actually help? Extremely insignificant. After all, it is not enough to prescribe the rules for using SIM in traffic regulations – you need to monitor its implementation and punish offenders. And how to punish them if there is no corresponding article in the Code of Administrative Offenses? Until she shows up, it’s no use.
… In general, the fact that changes are being made to the traffic rules is extremely curious. The traffic regulations have been subject to the so-called regulatory guillotine since 2021. In early September 2022, information leaked to the media that the authorities were considering removing the traffic rules, but no concrete dates were mentioned at the time. Looks like they won’t name themselves – they’ve already disabled them. And that doesn’t bode well for drivers. Why, the portal “AutoVzglyad” is explained in detail here.
