In fact, everything is much more prosaic.
First, it is worth mentioning those who simply do not pay fines. Today this problem is solved quite simply: bailiffs have the right to write off debts to the budget directly from the accounts of the defaulter. And if there are no bills, then the arrest is imposed on property – on cars and apartments. The courts make such decisions quickly, so the risk is not justified here, and the vast majority of Russians try to pay fines on time. For example, in the Moscow region, more than 95% of drivers manage to take advantage of the “discount”, that is, they pay off in the first days after receiving the “fat”.
Second, scorchers, who are obsessed with filming their exploits, use a hole in the law called “archive data.” It works like this: the previous owner of the car goes to the traffic police immediately after the transaction and files a document about the sale of the car, and the new owner is “in no rush” to register it. The “bond” of the car to a certain person is lost and the license plate goes to the archive. Any fines issued on the vehicle during this period will also be sent there – and no, they will not be issued at the time the car is later registered.
“Buses”, “speed” and other “stop lines”, “telephones” and red traffic lights do not hinder “reckless drivers”. That’s why monstrous accidents regularly happen, in which innocent people become victims, often law-abiding drivers. How to deal with this problem? During the raids, traffic cops catch ‘wise men’, but this is a drop in the ocean: some are immediately replaced by others who want to ‘show me how I can do it’. And the only way to stop the lawlessness and fine everyone is to close the loophole in the law that allows the car to go “into the archive.”
It is not difficult to do this: it is enough to receive a pile of fines from the new owner, who decided to put the car “on its own”, but unpaid until this “happy moment”. There are technical possibilities, you just have to wait for the legal substantiation. Nor is it enough to go to court on the basis of data from cameras that ‘read’ the faces of drivers. But that’s for now. They say both schemes will soon become legit.
