Isuzu refused state aid, but is not leaving Russia yet

The Government of the Russian Federation has approved the termination of the Special Investment Contract (SPIC) concluded between the joint venture Isuzu Sollers, the Ministry of Industry and Trade and the Ulyanovsk Region. In itself, this event does not mean much – it does not mean the closure of the factory or the final withdrawal of the Japanese from Russia. But it all seems to be headed that way.

JV Isuzu Sollers was one of the first in the automotive industry to sign a special investment contract with the authorities – this happened in 2018. It was assumed that in 2021 the UAZ City van would be born in an international partnership, and in 2023 the The Japanese localize the production of large components, such as an engine, for example. But now you can forget it.

In general, like other foreign automakers, Isuzu signed the SPIC in hopes of state benefits. But in 2019, when the authorities changed the compensation mechanism for utilbor and linked it to the degree of localization, the contract lost its practical significance for the Japanese. Therefore, they planned to review the terms of the agreement – the head of Isuzu Rus, Fabrice Gorlier, spoke about this last year.

But it seems that in the end the Japanese decided not to correct anything, but to terminate the SPIC immediately. This is not surprising, however, because the rumors that Isuzu, following his compatriots, is considering parting with Russia completely, have been circulating for a long time. So it is very likely that the company’s next step will be to withdraw from the joint venture with Sollers.

We add that the termination of the SPIC implies that all benefits received by JV Izusu Sollers during this period will be restored to the same condition. But there will be no problems here. The Japanese indicated that they had no preferences and the Ministry of Industry and Trade confirmed this to Kommersant.
