You buy an installation package for the steering wheel heater on the Internet (4000-6000 ₽ depending on the model and modification) and go to the service station, where they will carry out such work. The total budget of this whole event will easily fit in 10,000-15,000 rubles. That is clearly cheaper than the cost of the official car manufacturer’s “winter package” brand. But the comfort for driving hands in winter is priceless.
