The issue of introducing fines for using cars with “loud” mufflers or driving cars with too loud music has been discussed repeatedly both at the level of the State Duma of the City of Moscow and at the level of the government of the Russian Federation. The problem was due to the fact that for some reason these kinds of violations, especially in the center of Moscow, began to take on the character of an epidemic. And control over the situation was almost impossible. As a result, on November 23, the Moscow State Duma passed a resolution amending the Code of Administrative Offenses of Russia, allowing the use of cameras with built-in sound level meters to automatically capture extreme noise. It was previously believed that the minimum fine for violation would be 5,000 rubles.
The question also arose about the certification of technical means for checking such violations, since they must be approved by the “type of measuring device”. Based on the results of the discussion of the draft law with the Russian government, the maximum fine was set at 30,000 rubles and it was decided to draw up technical requirements for sound level cameras. They must be equipped with three directional microphones to ensure identification of the intruder’s vehicle. According to the Avtovzglyad portal, the amendments to the Code of Administrative Offenses of the Russian Federation should enter into force on March 1, 2023.
