In the past, everything was very clear to an ordinary motorist with regard to the control structure on the roadway: the people in uniform who worked on the road were employees of the National Traffic Inspectorate. Or, more simply, the traffic police. Now not only traffic cops, but also traffic police and traffic police inspectors are employed. So what’s the difference between them?
The State Traffic Inspectorate was established by decision of the Council of People’s Commissars of the USSR in 1934, but in 1998 the department was renamed the State Inspectorate of Road Safety. The question ‘why’ is probably unknown even to the roadside cops themselves. However, four years later, President Vladimir Putin returned to the name of the traffic police, which had not yet sunk into oblivion, which, in fact, became synonymous with the same traffic police.
The abbreviations at the office didn’t stop there, though. Do not let everyone know what the GUOBDD of the Ministry of Internal Affairs of the Russian Federation is, but I have not heard anything about the traffic police yet, maybe only deaf. In the first case, we are talking about the Main Directorate of Road Safety of the Ministry of Internal Affairs of the Russian Federation, and in the second – about the road patrol service.
If the traffic police, traffic police and GUOBDD are an independent structural subdivision of the central apparatus of the Russian Ministry of Internal Affairs, which includes various departments such as the technical control service, vehicle search units and similar registration and investigation units, then the traffic police is one of those same services who are part of the ‘headquarters of the traffic police’. The same, consisting of several synonyms. Remember, if you’re already confused: traffic police, traffic police and GUOBDD.
The competence of the traffic police includes the detection and prevention of violations of the traffic rules, as well as the organization of the control of this traffic. In other words, the traffic police is an internal department of the traffic police, which does not deprive the employees of the road service from acting as inspectors of the traffic police and vice versa. If it is even simpler, then for drivers there is no difference in the names of law enforcement officers that make them “nightmare”.
